Job Summary:
The Proposal Manager will be responsible for leading and managing the entire bid and proposal process, ensuring the timely submission of competitive and high-quality proposals for engineering, procurement, and construction (EPC) projects in Qatar. The role requires strong leadership, strategic planning, and coordination skills to align proposals with client requirements and company objectives.

Key Responsibilities:
Proposal Development & Management
Lead the end-to-end proposal process, including pre-bid strategy, proposal preparation, review, and submission.
Develop winning bid strategies by analyzing client requirements, RFP/RFQ documents, and competitive landscape.
Coordinate with internal departments (engineering, procurement, finance, and legal) to gather necessary inputs for proposals.
Ensure compliance with tendering regulations, client requirements, and company policies.
Review and approve technical and commercial bid submissions before finalization.
Client & Stakeholder Management
Liaise with clients, consultants, and subcontractors to understand project requirements and expectations.
Manage pre-bid meetings, negotiations, and clarification sessions with clients.
Develop strong relationships with key stakeholders, including government agencies and regulatory bodies.
Cost Estimation & Commercial Strategy
Work closely with estimation and cost control teams to develop accurate and competitive pricing strategies.
Analyze market trends, competitor pricing, and project risks to optimize bid competitiveness.
Ensure commercial and financial viability of proposals, including contract terms and payment conditions.
Documentation & Compliance
Oversee the preparation of proposal documents, including technical write-ups, commercial offers, and contractual terms.
Ensure compliance with local laws, regulations, and company policies.
Maintain a repository of past proposals, lessons learned, and best practices for continuous improvement.
Team Leadership & Coordination
Lead a multidisciplinary proposal team and assign responsibilities for proposal development.
Conduct proposal reviews, debriefs, and post-submission evaluations to improve future bid processes.
Train and mentor junior team members to enhance proposal management capabilities.
Required Skills & Competencies:
Strong knowledge of EPC projects, particularly in mechanical engineering fields.
Expertise in tendering, bid management, and contract negotiations.
Excellent leadership, communication, and stakeholder management skills.
Strong analytical and problem-solving abilities.
Familiarity with Qatar’s regulatory and legal framework for bidding and contracting.
Proficiency in MS Office, proposal software, and project management tools.
